Apply for authorisation for plant protection products

In order to sell or use a plant protection product in Sweden, the product need to be authorised by the Swedish Chemicals Agency. In our Guide you will find information about the different types of applications that are available and links to relevant guidance documents and application forms.

Plant protection products are pesticides that are mainly used to protect plants and plant products in agriculture, forestry and horticulture. If you want to import, sell or distribute a chemical plant protection product or a biological plant protection product containing microorganisms, the product must be authorised by the Swedish Chemicals Agency. You apply according to the rules of the EU Plant Protection Products Regulation.

It is no longer necessary to submit an application for confidentiality under Article 63 of (EC) 1107/200 when applying for a product authorisation in Sweden.

According to the Northern Zone Guidance, Chapter 6.4 item 11 (Format and requirements for an application, confidentiality claim), the template in Appendix 10 of the "EU Guidance document on zonal evaluation and mutual recognition, withdrawal and amendment of authorisations under Regulation (EC) No 1107/2009 (SANCO/13169/2010 Rev 11)" must be completed and attached to the application. The reason that this attached template no longer needs to be submitted in connection with an application for product authorisation in Sweden is that the Swedish Chemicals Agency (Kemikalieinspektionen) will not disclose any information to third parties, without first conducting a confidentiality assessment in accordance with national Swedish law, in Offentlighets- och sekretesslagen (2009:400). However, please note that the application for confidentiality must be made to the other MS in the zone, unless they say otherwise.

To submit your application you can use a cloud service. It is possible to use either the Swedish Chemicals Agency's service called File-share or your own service. If you want to use the Swedish Chemicals Agency's cloud service, you need an account that you get by emailing kemi@kemi.se and ask for it.
