Authorisation classes for plant protection products

Sweden has a system of authorisation classes for plant protection products. The authorisation class shows who may use a plant protection product. Products authorised in classes 1 and 2 may only be used by professional users. Products in class 3 can also be used by non-professional users.

The authorisation class to which a plant protection product shall belong depends on the product's properties and the knowledge required to handle the product. For example, more knowledge is required to handle gaseous products which therefore are placed in class 1. Class 3 products may only contain active substances that are approved by the European Commission as low-risk substances or substances listed in Annex 1 to KIFS 2022:3.

The Swedish Chemicals Agency decides on the authorisation class for a plant protection product as part of the authorisation.

The authorisation class shows who may use the product

The authorisation class shows who may use a plant protection product. Products in class 1 and 2 require special training and a permit before use. Only professional users can obtain a permit for users. Products in class 3 may be used by everyone, which means also by non-professional users.

These authorisation classes are used only for plant protection products authorised in Sweden. There is no common system within the EU for authorisation classes.

An indication letter specifies together with the authorisation classes 1 and 2 which authority is responsible for issuing the permit for use.

  • L = The Swedish Board of Agriculture or the County Administrative Board
  • So = The Public Health Agency of Sweden
  • If the knowledge requirements are especially comprehensive, this is indicated by the additional designation X.
