Why are CMR substances (categories 1A and 1B) phase-out substances?

Substances that are carcinogenic, mutagenic (genotoxic) and toxic to reproduction have properties that are of such concern that humans should not be exposed to them. Theoretically, a single exposure to a very low dose (quantity) can in many cases cause irreversible (permanent) harm. These may be heritable mutations or harm to reproduction (to fertility or to the development of the embryo/foetus/child) or harm that in the longer term may develop to cancer.
