Support for effective chemicals management

The global programme for development cooperation offers support on developing effective, preventive chemicals control in your country or region. We focus on providing guidance, tools and building networks to strengthen institutions for sustainable chemicals management.

The programme is organised and led by experts from the Swedish Chemicals Agency in collaboration with representatives from other countries and international organisations. A key factor in the success of the programme is the extensive experience and knowledge within the Swedish Chemicals Agency on working with chemicals control.

We offer support on:

  • Improving Legal Frameworks

Strong legislation is crucial for managing chemical risks effectively. We support your country in strengthening your legal frameworks for preventive chemicals control. Legal frameworks should outline conditions for marketing and selling products, decision-making criteria, and the roles of government and industry. They should also define implementation mechanisms and enforcement responsibilities.

  • Improving Implementation and Enforcement

Sanctions and inspections guarantee adherence to regulations. We support effective implementation and enforcement of chemicals legislation. It involves creating a sub-statutory regulatory framework, building agencies, and following up compliance.

  • Increasing Organisational Capacity

Strengthened organizations ensure effective chemicals control. We support the capacity of national organizations to safeguard preventive chemicals control. This involves staffing, providing tools, and securing sustainable funding.

  • Increasing Individual Capacity

People with the right training are essential for the effective implementation of safe chemicals management. We contribute to the increased knowledge and skills in chemicals management by organising training courses for you and your colleagues.

Different support packages

The programme contains different packages that can provide non-financial assistance in different ways and for different lengths of time.

Helpdesk

The Helpdesk offers flexible, on-demand support to countries on issues related to chemicals management. The support is provided as non-financial assistance and can include advice on legislation, reviewing draft laws, training on various topics, and responding to specific requests from countries or regional organizations. Through this service, the Swedish Chemicals Agency can provide short-term support while also building opportunities for future collaboration.

Extended support

Extended support is a more comprehensive form of in-kind assistance offered to individual countries or regions. This type of support is usually formalized through a work plan or agreement with the Swedish Chemicals Agency. It can cover a variety of areas, such as helping countries implement the Globally Harmonized System (GHS) for chemical classification and labelling, carrying out pesticide risk assessments, or developing national chemicals registers. We can also partner with other organisations, like FAO and UNEP, to provide broader and more tailored support based on the country’s specific needs.

Online courses and training materials

We have created a range of guidance documents to support countries in managing chemicals safely. These documents are available in several languages and form the foundation for many of our activities. To make this knowledge easier to access and use, we also offer interactive e-learning courses. The courses cover topics such as the Globally Harmonized System (GHS) for classifying and labelling chemicals, and how to finance chemicals management in a sustainable way. Partnerships with other organisations

The Swedish Chemicals Agency works together with other Swedish authorities and international organisations, such as FAO, UNITAR, and the University of Cape Town, to help improve chemicals management around the world. These partnerships focus on important areas like pesticide management, introducing the Globally Harmonized System (GHS) for classifying and labelling chemicals, and promoting the safe and sustainable use of chemicals. By working together, we can share knowledge, combine resources, and strengthen efforts to reach the goals of the program.

Facts about the global programme

Since 2005 the Swedish Chemicals Agency has carried out several international development programs to help low- and middle-income countries improve the way they manage chemicals. These efforts have supported countries globally amongst other by creating guidance documents for safer chemicals control. The current programme offers direct support to individual countries, helping them strengthen their national systems for chemicals management and will enlarge our selection of training materials.
