The appropriation sets out our obligations for the coming year in relation to the targets we are to achieve, our assignments and allocations, and our reporting guidelines. We are also given assignments outside the framework of this appropriation.

Assignment to analyse how the Agency is to achieve its environmental objectives

An analysis is to be presented on 1 March 2016, as is an action plan for their implementation on 30 June 2016. The Swedish Environmental Agency is providing support in this work.

Hazardous chemicals in textiles

This assignment is to present proposals for measures to reduce risks on the basis of the conclusions and recommendations presented in Report 6/14. Proposals for amendments to EU legislation to ensure that hazardous chemicals in textiles are handled appropriately are also included in the assignment, which is to be presented on 1 December 2015.

Hazardous substances in building products

This assignment requires the Swedish Chemicals Agency to investigate whether Swedish restrictions are required regarding hazardous substances in building products in order to reduce the level of exposure of children to hazardous chemicals. The report should include a risk assessment and proposals for rules which could govern building products and the consequences of these proposals with regard to, say, trade with other countries. Consultation with the building sector and relevant authorities should be considered.

The assignment is to be presented on 1 December 2015.

Information on nanomaterials

This assignment requires the Swedish Chemicals Agency to investigate how an obligation might be introduced for submitting information on the contents of nanomaterials in chemical products that are reported to the Products Register. Proposals for amendments to regulations, an assessment of the consequences and an analysis from the perspective of EU legislation should be included. Other authorities and concerned parties should be consulted. 

The assignment is to be presented on 1 December 2015.

An action plan to carry out the strategy for achieving a toxic-free everyday environment and the environmental quality objective of A Non-Toxic Environment in 2015–2017

The assignment involves developing further the action plan and intensifying the efforts made. We must, for instance, identify and accomplish measures to reduce the risks associated with hazardous chemicals and, if warranted, consider taking the lead in terms of imposing national restrictions and setting up a national programme on highly fluorinated substances. Other tasks include providing the municipal authorities with information on environmentally responsible procurement and the setting up of municipal networks. The effects and consequences of the proposed measures should be considered, and the work should be carried out in collaboration with the relevant authorities, industry and organisations, including checkpoints with the Government Offices.

The final presentation of this assignment will be on 1 September 2017.

Government decision

Assist the All Party Committee on Environmental Objectives

This assignment means that we are a member of a network of sixteen authorities whose task is to identify areas of cooperation and the measures involved, and to provide knowledge and support to the Environmental Objective Committee in the form of documentation and an assessment of the consequences. Each year as of  2016, and no later than 1 March, the authorities concerned are to present a list containing measures for implementation so as to speed up efforts to achieve the environmental objectives and the generational goal.

The annual reports of the authorities should contain information on the progress made.

Follow up the targets regarding simplification efforts on the part of the authorities

This assignment requires reports to be submitted on an annual basis to the Swedish Agency for Economic and Regional Growth on targets and indicators for carrying out simplification efforts in the areas concerned, allowing time for dealing with the relevant matters, treatment, service and consultation.

Follow up antibiotic resistance and cases of infection related to medical care

This assignment requires participation in the work of elaborating a joint action plan and communication strategy, particularly in relation to disinfection products and articles treated with antibiotics. We report to the National Board of Health and Welfare.
